She doesnt train her arms very hard so thats how your arms look. If you have big fricking arms, they look better at higher bodyfat. If you dont have very big arms, they dont look that impressive at any bodyfat. She trains her abs, a lot. Its also probably edited and maybe even make-up (yes unironically, make up to make them more defined, or spray tan etc).

Different fat distribution, mostly. Men typically collect most of their fat on the stomach, women collect most of it on hips/ass but it's more spread out overall. It's also why there's so many men who have insane beer guts but are otherwise pretty skinny. You don't see that in women. If they have a gut, they are large everywhere.
Women will go to the gym these days and spam ab and ass exercises for an hour a day 3 days a week. I’ve only seen 2 females at my gym doing anything with upper body with more than 10lbs.
