I have progressed to wrist curling 22kg dumbells and wrist extending 12kg dumbells at 165cm 66kg. I simply cannot progress to 24 and 14. There is something more to it. I suspect forearm size is largely tied to bodyweight but idk..
By training your grip strength. There's very few gym exercises that actually improve it, hence only climbers and people who do a lot of manual labor have that forearm phenotype.
It's also based on genetics a lot. No matter how buff I get otherwise, I'll always keep having slender wrists (unless I turn into a fatso, but that doesn't count).
Though I think that it's a bit weird to care about the look of your forearms that much. Is this really something people pay a lot of attention to?

Anyway, it's possible to start slow with a pull up bar and easy hold on a hangboard. Do hangs on a bar for starters, gradually progress to large jugs and deep four-finger holes.
A hangboard by itself isn't going to snap your shit up, but it can contribute to an overuse injury, and then you will snap your pulley on a bad move while climbing while you least expect it.
