    If you gymcel and bulk hard for a few years (I'm thinking 3~5 years), all it takes is a 5 month cut to single digit bodyfat and you should look somewhat like that.
    However, you should not expect to emit the same aura as that guy, since his face complements his physique. Bonus points if he's tall. If you're very ugly, that physique will not look as pleasing to the opposite sex as if you were beautiful. So once you reach that physique, you should get well groomed, get a nice haircut, a good tan (very important), and good dental hygiene. Even then, your looks alone might be enough to score some random drunk hogs at a club or festival, but if you want to become 100% the best version of yourself, you have to mantain all of this (which will be hard at first since habits take a while to sink in, but do it long enough and it'll become second nature), you have to work on your charisma. There is absolutely no book, tutorial, youtube video that will make you charismatic if you have the typical IST user personality. You have to step away from the keyboard, and immerse yourself in many social dynamics to become, well... used to hanging around people. Taking cues, knowing when to speak, with the right tone, what to say, to males, to females, is something you will only perfect with practice. And the only way to practice is by getting a good social life. Spending all day at home browsing the internet will NOT do any of this.
