Depends, is it worth more? Do you enjoy rowing at least equally? It uses a lot more muscles than cycling so you could easilly argue it's better cardio.. supposedly very low impact too.
I personally really enjoy cycling though, but only outdoors on an actual bicycle.
That had better be on a park trail and not in a “bike lane” or I am going to get really angry.
Im from the netherlands, we have near perfect cycling infrastructure with entirely seperate cycling lanes nearly everywhere.
It isn’t just fun to check cyclists with your car, it is morally correct to do so.

I tried it and it was kinda fun for the first 10 minutes, but o broke my immersion whenmy headphones ran out of battery
But back to topic, if they are both the same price, i find that the rowing machine can work A LOT of your body at the same time

Rowing is a much better all around exercise. It also complements push ups and lunges well. However, you could never burn as many calories on the row machine as a bike. You simply can't go long enough rowing.
Can't go long enough? Try starting with 20 strokes/min for 20 minutes. Slow the stroke rate down, you can adjust the intensity of the pulls to get your heart rate in the range you want. You don't have to be fricking hammering the stroke rate constantly. Ergo > Bike any day.

I literally just did this by accident lol, was usually at about 25 and gassing out constantly, hd to take 1-2 minute breaks in a 30 minute row session. Dropped to 20 and pulled harder and got the same distance and didnt have to stop nearly as much.

Why would you need to go longer than an hour?
Assault bike > concept 2 > any rower out there > any other bike out there
My gym got rid of our water rower and now we only have the shitty magnetic rowers. Magnetic resistance sucks ass man. It doesn't feel like rowing at all and leaves me feeling so much more exhausted for more effort.
You can watch TV on the bike, which is exceptionally convenient and makes cardio less droning.

Or you can just ride an actual bicycle and enjoy being outdoors

I rowed Crew in highschool. We would do 10km rows on these ergs before every practice.
It was hell.
You will get huge forearms and good abs from it, but I could never go back to rowing every day. I would much rather just zone out and run.

my cardio tier list
1. assault bike S tier
2. rower A tier
3. A- regular bikes
rower is nice but I find myself able to burn myself completely in 30 seconds on assault bike as well as go for 40 mins steady which is very versatile and I can also put tablet on it and it's comfy to watch anime while riding.
Assault bike uses more muscles than rower since it's push and pull muscles.
Rower is better if you plan on actually rowing tho or if you enjoy it more
what u enjoy most translate into more likely to use it.
