But if you don't get 5s on all your sets then you're not allowed to put more weight on the bar next workout. It's one of the laws of lifting. Since you know that you're capable of 5s by virtue of the 1st set then maybe you need to wait 30 minutes between sets to turn those 3s and 4s into 5s.
might be moronic but if I wanted to know if I was ready to move up in weight, sometimes I would test myself to see if I could do 10 reps of a weight for one set. seemed like it had a similar significance to it to being able to do 5 5 5 5 5.

This is fine. It is probably one of the main reasons why people stall early on SS and other strength routines, not enough rest between sets.
What do people do when they rest that long? Especially at a gym? Just look at their phone or something?

Is this your guy right or not? Someone told me the only way you're hitting 5 reps every set is if you also lower the weight.
