1500 calories a day, yes. But you can just do 20 minutes of running a day, it doesn't need to be an hour. That's what I did to lose all the weight. You still want to retain muscle by lifting, but callisthenics are good enough: Push ups, sit ups, pull ups, and bodyweight squats. Doing those fast are also a form of cardio. But you should mainly be running for 20 minutes straight.
Just keep doing this until you can look in the mirror without vomiting - THEN you can start bulking.
