I am not certain about this but I believe the reason for ban is that you dont get to eat horses made and grown for consumption, instead in time market would likely start getting meat mixed up coming from drugged out race horses getting salvaged for extra cash. Youd need to make checks and controls and inspections and a lot more, all for having horse livestock farms that would be a lot more expensive to operate anyway so why bother not just banning them all

Horse meat is legal here in Finland. I have eaten it and also seen it been sold in supermarket. But it is not common.
