It depends on how lean you already are. If it's all in your butt, then you don't have 4in to lose off the waist. If you have a doughy midsection, maybe. Either way, post body.

i know this is the architect meme but for real OP, now that i have muscle i eat around 2.5k calories a day to maintain, so id recommend eating slightly below maintenance right now, go hard at lifting weights, and take advantage of newbie gains and body recomp. you wont have to be eating like a bird forever. without muscle, you do have to eat way less to maintain a lean body

Don't listen to this moron. 13% BF for a woman is fine. It's a little low, but not bad if you're healthy. Women are supposed to have higher body fat percentages anyways for the purpose of reproductive health. If anything, you could safely gain a lb or two of fat and be fine and still look lean for a woman. Just slightly less definition which isn't an issue for women. If you're worried about waste size, what you should be doing at this point is avoiding exercises that make your waist larger like situps, leg raises, or oblique exercises. Try stomach vacuums. For the abdominal stick to something like crunches and frog crunches.

If you (since no timestamp) are on the cusp of having abs, you aren't going to drop 4 inches as a woman without losing a good amount of fat everywhere and some muscle mass.
