Yes. The paler you are, the more your genes have adapted to overcast climates. Your skin gulps light and converts it to vitamin D. You can't have too much but you most certainly can have too little. The only bad thing is you can't work in a field without burning, so avoid slavery.
If you have pale skin your body is engineered to have a certain amount of sun exposure. That said don't get none, some sunlight is good, but be reasonable with it, tanning is likely a sign of too much.
