I think One Piece tried to go down the grey route to present the villains and the good guys in a more realistic light. The keyword being tried. And to be fair the end of wano was probably the best at doing so, basically continuing the cycle of killing, but presenting it in a positive light and the public just going along with it, as they did when the previous shogun was in power. It can be shown as a happy end for children and when you grow up you see that the conflict is far from over.
But yeah OP sucks at politics and the main character is apolitical, you could even say an anarchist if he would ever be the one in charge.
