Lifting without proper sleep is like eating very bad or going to train while on a perpetual fasting. Yeah, you can do some things but on the more short than medium time you'll realise your lifts are shit and progress will be very slow.
It depends. Is it all the time, just once? It's not a big deal to skip and weight to be rested. If you go, drink coffee and then just take it easy on that day. Even just 1 set

I try to sleep as much as I can but yesterday it was a rest day in which I felt quite tired.
So napped 5 hours, woke up at 3 am and now I cant go back to sleep
I might get shit for this but I never lift when I am not feeling 100%. Do I really miss out on gains if I just shift my training by 1 day? Would I gain more if I had one shitty workout instead of 1 more rest day followed by a great workout? Skipping a workout only turns into a problem if you do it more than you can afford to.
I do rotating shift work and am sleep deprived 2/3 weeks but have managed to maintain a 30 min cardio + 1-2 sets per muscle group 2-5 times a week at the gym and have managed to drop 15 pounds with noticeable gains since the beginning of summer. On the particularly drained days I might sleep or I might take a shot of ore workout. Anything is better than nothing generally.
if you can't go at 100% or you're just regressing/spinning your wheels then yeah.
I'm currently training 2 times a week with an upper/lower, still progressing but it's not as fast as before I was working this cancerous job, some progress > no progress
