is it possible to get this build? I'm starting to lose hope and believing that it's only possible to achieve for a taller girl. for reference, I'm 5ft/152cm and 101lbs/46kg, skinny fat trying to get toned but I still look stubby so my current plan is to try to get underweight so I can have something close to that. I won't quit going to the gym but I'm trying to get another opinion.

Could be, you're at an BMI of 19.9 so you should be skinny and I don't mean skinny fat but skinny.
Usually Bikini Competition girls have to be your BMI and a little bit lower.

I misread. I thought you meant that it is not possible because it's edited, I already posted my measurements, I don't have male hips and ribcage because I am not one, never been one, and will never be one, I just am unfortunate in the way that I am short and I have a longer torso and I look stubby.

Try BMI 18.5 and below, which is 94lbs(42,5kg) and below.

Generally speaking if you want to go for the skinny girl looks, I would avoid heavy lifting and would rather do cardio/pink dumbells lifting in your position since you put muscle too quickly on as a midget of 5ft, which will throw of your proportions.

Yeah but honestly at 5ft 101 lbs, you sound delicious as is. Check your diet and sleep habits, don't over train, and if you can, try to do stuff outside instead of going to the gym. Hiking, gardening, etc. Genetic lottery exists and youth doesn't last forever. As a woman you'll have better luck developing skills (true for most guys, too, but strength for men is more important than for women).
Avoid areas with lots of joggers, though.

These skinny lean people usually don't store any fat but have a higher skeleton muscle mass.
If you're really skinnyfat (25%bodyfat) at BMI 19.9 then you need to build some muscle.

I've known many short girls - one looked like a mini-Barbie, just narrow frame, so she kept the long limbed proportions. The other was a bit "wider" in her frame. Both were smoking hot.
You'd have to actually measure your bones to see what you can do. I know how this is done with men, no idea how it's done with women. Even then, you may end up rectangle/fridge mode - which is still hot because then your Obliques can look super juicy.
Post pics, or just get really lean and then post pics. Either way, more muscle/ lifting won't hurt - that will keep you from looking like a skeleton.

Imma be real with you, it's mostly genetics. If you were taller, you'd have a better chance at it, but since you're so short, without great hips, you have a high chance of looking stubby. You'll still look small though

You have a small body, meaning there's only so much you can do. Most of the final product will just your genetics. Bone structure, fat distribution, etc. People with larger bodies have a lot more surface area to tone, and methods to fine tune distribution and impact of fat and muscle mass. You're about at that BMI where it's in God's hands. You can only do so much. You can't start sanding down bones having organs trimmed.

My sister has the exact build in the pic, she's 150cm and 37kg. She eats like 900 calories a day (maybe less) and does zero physical exercise, avoids walking as much as possible.
The secret for her low calorie intake is her innate inability to derive enjoyment from eating. Not once in her life have I heard her say any experssion implying that she enjoys any type of food.
I guess you can go for this look as a girl if you can modify your relationship with food to this degree and have somewhat good genetics (since no exercise seems important to achieve it, and no exercise means you can't develop your glutes). I don't think it's a good idea otherwise.
