Not really.
It does slow down but it’s not going to magically reverse your weight loss, you will always lose more weight if you eat less.
it slows down in a sense that once you start eating again your body will have to switch back from breaking down fat and muscle tissue for energy to using whatever you are ingesting which can cause some problems and in extreme cases death if you go for an extremely prolonged time (months) without eating and then start pigging down on your favorite goyslop
other than that everything you heard about the body putting on fat or gaining weight is adamantly false, your body prioritizes fueling itself, maintaining organs, maintaining bone and muscle tissue, putting on fat reserves in this exact order each and every time no exceptions

it won't 100% stop it but it will help, however the best way to avoid losing muscle mass on a cut is working out on a deficit

The best way to lose body fat and maintain muscle mass is to eat at a 300-400 calorie deficit while still strength training and eating lots of protein.
It is true though that if you eat at like a 600 calorie deficit and remain unactive, you will lose connective tissue and muscle mass along with body fat.

Obesity is a health issue, my body is literally too healthy to cut. My calorie needs are apparently 1000s below the normal rate because my body is just too efficient an engine.
It’s fact. I probably only need 500 cals for maintenance and burn calories at less than a 10th the average rate, I am genetically cursed with good health.

It's rooted in truth: your body compensates for major deficits by making you weaker, slower and lazier to conserve energy. More moderate deficits ironically lead to better results because you can reach the same "calories out" through your performance in the gym.
'starvation mode' happens at extremely low body fat percentages, where your body can't help but consume muscle tissue as a result of extended periods of calorie deprivation. if you're a fatty, any amount of 'calorie deprivation' will only result in fat loss because your body wants to preserve muscle/lean body mass at all costs. and yes, even as a fatty, you can lose some small amount of muscle during 'extended periods of calorie deprivation' but it's negligible in the long run, and a sufficient lifting routine + hitting your daily protein intake requirements should be enough to rebuild/preserve what you already have.

Your body tries everything to avoid fat loss and becomes more efficient to avoid it. This effect is permanent. Which is why you need less and less calories as you diet down. That’s also why you should try everything to soften that process as much as you can by dieting in moderation and make lots of breaks between longer dieting periods
