Seems fine to me. Just don't use cheap white bread.
Use protein peanut butter and keto bread
Jelly has a lot of sugar, Peanut Butter has a lot of fat and not as much protein as other lunch alternatives.
I'd switch peanut butter and jelly to a sometimes food. Try tuna for lunch- they come in packets and cans. They're super tasty with Triscuit Crackers with sea salt and dill, and a little fat free cream cheese.
The apple's fine, keep eating apples.
Canned salmon is a great alternative to tuna if you're worried about mercury
I'll have to keep an eye out for canned salmon. I know I can get Tuna and Sardines at my local Walmart.
Chicken Salads are generally pretty cheap too. Cook some chicken breasts, throw in romaine lettuce leaves, some tomatoes, cucumbers, hard boiled egg, maybe some onions and your favorite dressing. You can make them the night before.
I’ll give this a shot. I defaulted to PB&J due to being cheap and I don’t really get tired of it, but I’m open to any low-cost alternatives that are healthier and easy
Depends on what you're trying to do. I'd ballpark that at 30g of fat, 70g of carbs, and only 10g of protein, which is far from ideal.
If that's part of a bulk or something and you can get away with those macros and get a shitload of protein elsewhere, sure. If you're cutting or need that lunch for a significant source of protein, you could do a lot better. It's also not going to be particularly dense in micros, fiber, or anything else valuable besides the apple.
Wash it down with a protein shake and you're good to go.

You wont frick your gains if your diet is otherwise in check, but if you have to ask is probably isn't. You can do better, prep some meat and vegetables for lunch, keep the apple if you want.

Use jam with no added sugar instead of jelly. Don't know what a cheese-it is, but sounds like processed shite. Don't eat that. Apple is good.
All Jam is pure sugar. It needs a minimum of 50% sugar to get the proper consistency, often up to 60%, and then the remaining ingredients is usually concentrated fruit which is just more sugar.
It's genuinely a dessert that people have somehow normalised as a breakfast food.
The blueberry jam I have has 3gm of sugar in a tablespoon (~15gm). Not bad.

Literally the only context where sugar is actually healthy for you is when you're about to or have just finished seriously depleting your glycogen levels with intense sustained exercise, and need the lowest GI carb intake possible. It's the same reason gatorade has so much sugar.
It is not a god tier lunch snack.
