Those in charge will still use it to "enhance" an area, such as injecting into an area their mates hold masses of properties so they can claim even higher rents, and making people poorer overall. Then in return, the politicians who put the money in that area, will have shares in return from the property owners. Or, will likely be given a top job when they leave office, via the revolving door those in government bounce around in.
