It looks like a shitload of visceral fat if anything which is a legit health risk. You don't even need to lift necessarily (though I'd recommend it), but you do need to exercise and the key thing is to fix your diet.

Like others have said ITT, fix your diet, start lifting or doing some form of exercise that you enjoy. Ease into it, and once you start seeing results you can do more, and the mental boost from seeing your body changing positively from your own efforts will help keep you going.
The sticky has all the information you need to get started. Take twenty minutes to read it and formulate a plan from there. The most important thing to do first would be to fix your diet, start eating whole foods and reduce your caloric intake and that body fat will slowly go away.
