The acceptable point is "the part covered by your pants." If you're wearing long pants you can shave your entire leg. If you're wearing running shorts, you can shave your upper thigh.

Honestly, it's worth it
I clip mine, not always down to bare skin but it used to feel like I had wool leg warmers on 24/7 & would usually break down near the end of summer.
Not so thick now that I've gotten older but damn it used to be miserable.
