Pretty unlikely unless you hit the back of the head. Andy hug and crocop never killed anyone despite an impressive slew of axe kick KOs between them. Against a standing opponent an axe kick will still connect with the upper portion of the forehead which is very strong compared to the back of the skull.

I'd bet beer money on it being mechanically impossible to get enough force on an axe kick to kill someone, or even knock someone out, without weaponized footwear (weighted or in this case bladed heel) or an extreme height difference like Yao Ming trying to take out Warwick Davis.
I'd double or nothing that it's impossible for someone to land a damaging axe kick from neutral on an aware opponent.
