went from only 10 pushups per set to 10 clapping incline pushups per set. cardio helped me get more volume into my sets and shed the puppy fat quickly, still got a long way to go.

I'm sorry man I'm gonna be 100% real with you. You look like shit. You WILL need to get the surgery that cuts your moobs. You can cope with it, try to lose weight first, etc, but you will realize that in the end, you will always look like shit and you'll be unhappy with your chest until you realize that I'm right. So better start to look into it now, if you are in a good country, you might get it done for free, consult with your doctor.
Secondly, it's not genetics that's your problem, it's your hormone profile, which is caused by your lifestyle. I could bet money that you are definitely not the type to take big risks and live on the edge. Your body overtly shows the sign of high estrogen. Your training is not effective and you most likely train with too little intensity.
If you have any hope of escaping this mode (trust me, I know what it's like), it's to adopt a new way of being and going about your day. First thing to implement is to start sleeping naked. Limit fapping to once a week and try to ride the energy. Try to talk to hot girls as much as possible, even if you're not going anywhere with it (don't simp tho).
Now, as to taking care of your body. Get on OMAD. Ease into it, give yourself a few hour window at first and gradually discipline yourself more and more until it's just one big meal in the evening. Drink coffee throughout the day to kill hunger and keep you energized. Get used to working out on an empty stomach (get some EAAs and drink it during your workouts, trust me it makes a night and day difference). Do your best to work out every day and do at least some light cardio every day. Always try to do the most, always strive to improve. Do a lot of pullups, aim to do a certain number of pullups (even if the last sets devolve into singles or negatives), starting from 20, and then try to increase this number every subsequent workout. Do sprints, learn to do OHP with perfect form and do it 2x a week, work up to 1pl8 for reps

Other lat, biceps, lower back exercises
>Push day 1
OHP (different programming depending on your level, research yourself)
Shoulder raises and tri exercises
>Pull day 2
Weighted pullups
etc.

OHP
Dips and other chest exercises, maybe some delts and tris too
>Core and cardio day
Train obliques too
>Leg day
Rotate, if you are too sore to do what you are supposed to do, do something else, or do cardio. If you are feeling extremely tired and fricked up, get some rest.

As for your body and hips, they are salvageable, you still have a potential to look good and be what your ancestors meant you to be
