Food money is used for food and logistics, medical supply funding is used for medical supplies/trainings/logistics, but a large portion of African aid is support for pro-western governments (this funding gets split up into weapons purchases, salaries for the army, and what are effectively bribes to form a functional ‘friendly’ state)

Now this scenario gets very very complicated but depending on the locale it might very well be a good thing to ban abortion in some places while allowing it in other places. California comes to mind obviously as a good example where abortions should be allowed- maybe even mandatory. Now things get complicated in the south because of the large black populations however I think the situation is very complex because most black people in the south get a welfare benefit for having children (thanks to the fed gibs) so typically it is the middle class low class whites who get the abortions. However some of these people may just travel to a nearby state anyways and get one so it is hard to really predict how it turns out. At any rate it is not simple or clear how that scotus case will affect things demographically.

Since people can just move to areas with policies they are interested in (such as supporting abortion or not) the only real effect of any of this is the effects of different cultural mindsets loosely associated with the values represented by these policies. The spread of lifestyles that require abortion outside of exceptional cases are the actual difference in the areas that outlaw and legalize abortion. The effect is something that will be apparent within a decade or so rather than in a few generations, it's the lifestyles of citizens alive right now that's different.
