Yes and no. It's kind of nuanced your baseline test is usually higher after a test cycle when you get your balls jumpstarted with hgc. Which means you may have increased where your natty limit would have been had you otherwise not but there's so many other chemical relationships. Weekly? I've only ever done it once for 6 weeks at the beginning of 6 month bulk. I've never felt the need to keep it that elevated. I had lifted for probably 2 or 3 years with virtually no progress before then. I'm not an expert by any means but it either caused more soma to fuse into my muscle cells which is much harder post-puberty or it fixed my balls. It just felt there was a hill there I couldn't get over before and now there's not.

Depends on if you were doing the right things to reach your natty limit in the first place. Your body will end up wherever your trading and diet take it. If you are doing it right, cycling test can get you there quicker, and you can keep it because you were doing the right things to get there.
If your training and diet suck, you will start to lose gains because you never really did the right things to get or keep them. That’s why everyone recommends going natty the first 3 years or so, that way you should have figured out how to build and keep muscle by then. If you haven’t learned how to build muscle, then you also haven’t learned how to keep it, and will lose it. That when people start cycling more and more until they die an early death.
