Not really. You're just changing the leverage. It lets you lift heavier weights but it isn't particularly more ergonomic on the shoulder. The only time it's really nessisary to do bent elbow lateral raises is when you don't have access to weights light enough to do them normally.
To contradict myself for a minute if they could prove that it recruits the shoulder muscles that externally rotate the shoulder by virtue of having to keep the weight from turning the arm in I would believe it. But I haven't seen anyone bring that up when mentioning this variation.

Looks like it would hit the core, lat and shoulder region. Seems like a nice shock lift for when you feel like your gainz are getting slow.
it's gonna hit rhomboids, middle and lower part of the traps, back and middle parts of the delts and partially the external rotators of the rotator cuff. overall more of a compound lift

That's a egolifter cope. Bending elbows just allows you to use bigger weights to get the same workout.
10lb straight arm = ~30lb bent arms
To be fair, higher weights can be easier to load and unload and figure out your warmup sets with, especially when the workout is so light weight. Loadable dumbbells are genuinely easier to load and work with when using higher weights.
