Have you tried cutting to 10% bf? Not saying you have to be a monk but it's hard as hell to get to and then maintain low bodyfat for extended periods of time

Progressively increase load on each muscle. Doesn't matter how you do it. If all you have is a bunch of rocks, then lift the rocks. If you have forest around you, find a log and do pullups on tree branches. At least 5 sets to failure per week for each muscle
I have access to a gym. So I don't have rocks and trees. Progressive overload for each muscle. Well. What exercises let me hit each muscle?

Yes, literally. But you have to hit at least 5 sets to failure per week for each muscle you want to grow. If you do that, your muscles will grow. If you don't do that, then they won't. It doesn't matter how you do it, just do it. Find something that looks fun and do it, then switch it up and find something else
you might not realize it but even this skinny boi is on PEDS. you cant be that lean with that definition and smiling and happy go lucky. youd be in literal stavation mode and would be lethargic and miserable. unrealistic to think yoh can have a body like that year round natty
