that paper seems to be from 1991 and I don't know how the authors drew that conclusion but the mechanism of action of finasteride is well understood now: it inhibits the enzyme 5AR which in turn reduces the production of DHT by about 70%. so it does affect you hormonally, that's the whole point of the drug.

This study looks at cancer patients, which is fine, but they administer 1mg for hairloss, 5mg for cancer, the hormones they looked at, the feature of principle interest here, testosterone, was raised about 15% with no mention of estrogen, of course the mechanism of T increase = E increase I've heard but is that definitely the case here?
