Fin slows and maintains, yes. But regrowth? Not in any sensible definition of the word, except for very rare hyper-responders. Average "regrowth" is 15% at best.

If you don't want to become a girl and like to live dangerously, you can just cypro alone for a year or two (since long term with no sex hormones is a bad thing) to regrow your hair, then switch to dut to maintain it while you get your T back. Or just accept it and become a girl.
These are extreme methods obviously but if you have nothing left to lose could be worth it.
