I had 9nmol/l. The GPs who looked at it and who knows jack shit about hormones said it was normal. The urologist and endo, who specializes on male hormones, said it’s low for a man under the age of 60 and that TRT is recommended to treat the negative symptoms associated with low t.
The rules for prescribing test is very strict in many countries because of the roid rage craze of the 90s. 1 guy on TRT spergs out and commits an act of violence and they raise the bar for everyone. That's what I fear, I told my family doctor about my worries of low T (before I had the test done) and she basically said as long as my dick works there's literally nothing to worry about or even bother testing. That made me think I could be on the very lower end and nobody would even care to treat it as long as I'm not literally turning into some non binary being.
A single T test is a worthless point of data. Your natty testosterone varies throughout the day. Stop falling for big pharma scams and coping.

When people talk about their measured serum levels they are obviously talking about peak serum levels taken early in the morning. You think people just show up to the lab at random times?

Vary by 5-10% at most. Even if OP was given a 20% boost to his peak serum levels he would still have the same test levels as a 60-65 year old man. That is not normal and warrants medical treatment

Sleep and diet are the most important ones.
Only legal supplement I can think of that isnt a scam and which naturally raises test is tongkat ali. Has been shown to increase test levels by anywhere from 20-200%. You could try it for 12 weeks, take another blood test and see what percentage increase you got. If you only got a little bit then it’s probably not worth the money
7.85 is pretty bad, research how to improve your lifestyle and diet and do another onr later
For reference, im just your average guy and i worried about being low T. My diet and lifestyle were average, sometimes crap. Ive a belly gut and often do stupid shit like binge eat or drink. I get masculinity mogged by atleast half of men but i was 17.7 which is the higher end of average
I get 8hrs of sleep minimum, my diet is pretty clean (little alcohol, no sugar, no binging on dumb shit), i go to the gym, not overweight, don't look feminine or "unmanly" either, I drink vit D, C, B12, calcium/magnesium/zinc. Fucking sucks hearing I can't realistically improve it on my own much more.

Lots of things can affect results of a particular blood panel.

Did the test include both free and total test, SHBG etc? A single instance of testing doesn't really tell you much

Honestly don't know. It was from a reputable clinic, but all the result page says is "TEST", does not specify anything else. Makes me think I should get another test done by another clinic perhaps.

Testosterone can fluctuate massively over a short period of time.

This means your testosterone is good. These are the effects of adequate testosterone.

If you are depressed, take an antidepressant instead of shutting your hormonal system down with injections you will have to take forever and have to take anti estrogens and finasteride, and donate blood every 3 months due to side effects.
May I recommend Wellbutrin. It's a dopamine/norepinephrine reuptake inhibitor. It will increase energy, motivation, mood and sex drive. Natural testosterone will likely also go up due to your brain working better (the brain controls testosterone levels).

Get several more blood tests over a period of time. Start wellbutrin antidepressant treatment for mental health and energy and sex drive. Don't listen to people on the internet saying it has side effects, they are mostly fat american women who take 10 different drugs at the same time and like to complain on the internet.
Don't take an SSRI antidepressant.
I take SSRI's now (escitalopram) and they do help, I was much worse before them in terms of mood and depression. Tried Zoloft (sertraline) before, didn't do anything. Not sure where I could find wellbutrin in eastern EU, I think it's named differently here, however I'd still need to make my psychiatrist prescribe it to me instead of the ones I currently use that work. Makes me worry hopping off from something that does help (albeit not perfectly) to something that may or may not.
The reason I said don't take SSRI's is that I assumed you weren't on anything, and that SSRI's lower testosterone. And they are not the best for increasing energy and motivation. Many people complain it turns them into zombies.
The drug in Wellbutrin is called buproprion. Buproprion is also used as a quit smoking drug , so maybe it's available for that in your country and you can get off label use for depression.
In the USA, wellbutrin is often prescribed to people already on SSRIs who get the negative sexual side effects and energy problems they are renowned for, and the wellbutrin added in can restore sexual function and energy. Anyway its better if you speak to your doctor about these matters.
