is it possible to naturally develop broad shoulders to a significant extent?
here’s how i look when posing and flexed and even then my shoulders look narrow or average at best
i see a lot of guys with noticeable broad shoulders with shirts on and i get that it’s simply genetics/clavicle length etc
still,is it possible to achieve a result somewhat similar to that through natty lifting?

This, broadness comes more from your lats pushing your arms out than from actual shoulder muscle width because it's easier to put an inch in your lats than half an inch on your shoulders.

wrong, i look genuinely small compared to a lot of the guys at my gym and no they're not on roids
maybe the cropped image without any objects in frame for reference gives an illusion of it being wider than it actually is

bro just do more delt work
front delt raises will make your delts look much bigger than lateral raises
ohp+lateral raise is a killer
Maybe try lifting and then coming back
your shoulder width is 99% bone and 1% muscle, even roided out boulder shoulders wont make up for narrow clavicles
