Big lunch (only one lunch), small dinner. Eat whole foods. Processed foods increase cravings because they are nutritionally useless. Focus on meat and fruit. A small amount of grains are fine, some veggies. Don't overdo salads assuming they are super healthy. Walk every day of your life; 5km minimum. 10k is better. Lift weights. Start with shorter workouts. Don't burn yourself out. To start workout 2-3 times per week 30-45 minutes. It's plenty to start. As you lose weight from eating well and walking, you'll start to feel up to doing more frequent and longer workouts.

Lose weight with a diet of mostly meats, as little carbs as you can. This is very filling and will make it way easier to stay in a caloric deficit.
Become active in some way; go to a gym or walk or bike, just be more active. This will do wonders on your overall appearance and confidence.
With the amount of fat you are carrying but still having a pretty slim face you'll see progress very fast I recon. That jawline will be sharp way before you lose the belly so use that as motivation. Might be worth it to grow your hair out and see if you can do anything with it as bald is sometimes worse than what you are hiding.

Lift hard, cut down to 13% body fat on a 500 ish calorie defecit, then slow bulk.

Just START. Watch videos of proper lifting form for the major lifts like the squat, the deadlift, and the bench press. Also make the time to walk at least three miles a day. Burning 300-400 calories every day will add up if you are disciplined with your diet.
When it comes to losing weight, your three best friends are
1) Exercise (keeps your metabolism up, boosts endorphins, get out of the house)
2) Water (properly hydrate so you're not tempted to overeat or drink soda, instead)
3) Vegetables (full of nutrients, can be seasoned all sorts of ways to taste delicious, they're dense and will help you feel full and not to overdo the portions on other foods in your meal, and they're low in calories). A dozen brussel sprouts has done more to keep me full than a large bag of Funyuns or two bowls of Fruity Pebbles.

start, what exactly?
1) Get your diet in order. Having a reliable set of meals you can make and being able to “eyeball” your diet (start with a calorie tracker and pay attention to your macros and sugar) will be a cornerstone of your fitness at every stage
2. Try to get your heart rate elevated at least 20 minutes each day. Brisk walk, lifting, whatever. Establish this with consistency then look for a suitable program.
