I have to wrap my bar overnight otherwise it will remove my bare skin when I touch it. Usually I'll start working out in t-shirt, hoody, gillet, hat and by the end of the workout I'll be in t-shirt or topless. I have serious issues with overheating from exercise. I don't know if that's normal.

You buy starter sets that include the bar and 85kg of plates. Usually two of each. 15s, 10s, and 4 of each, 5s, 2.5s, 1.25s.
That's not a bad start. I tended to just add 20s after that, as and when I needed them. Also got a couple of Oly dumbbell handles and a couple of 0.5 plates.

Can be cold, but It's manageable. Freezing cold bar is the only real problem. Most of the time it's alright.
