Insufficient information. When you fail the rep, what's that look like? Does it just not come up off the ground? Are you dropping it mid-rep?

If you cant do one set of a weight, then choose lighter weight. I do my 5x5s from a lower start weight that progressively gets heavier till my 5th set, which I call my PR set, because I try to go to failure on it and base my progress/records off of it.

Where do you fail in your deadlift? Lockout or on the floor?
I expect your answer to be lock out; do more barbell hip thrusts and hamstring curls.

For assistance, rack pulls starting from just below your sticking point. Because of the lower range of motion you'll be able to or eventually able to do these at a considerably higher weight than your proper deadlift, and you'll notice this when you get up there doing em. Consider back extensions too, ideally weighted. Great, low impact way of training the hip hinge that you'll feel in your ass. Do these on your non-deadlift days, since deadlifts kick your ass and make these just the fricking worst to do after.
For form, make sure you're keeping the bar tight to you. You *can* lift a bar too far forward, not as well but you can, but once you pass the knees and you naturally try to bring the bar closer back you lose a looot of momentum in this brief point of correction. You know how it is, it's not good to scrape your shins on the deadlift and is incorrect, but it's often more incorrect to have never scraped em ever. You're trying to keep it close, and being too close is much better problem to have than too far away.
And lastly, this may not sound like the best advice, but really try. You see, when a squat rep begins that's it, you *need* to make the rep, when it seems like you're at your limit well now you've got the fear of death into you. One way or another that fricking barbell needs to go up. Deadlifts ain't, if it's going sideways you can always just drop it. Really try and make that rep and accept that it ain't gonna look pretty. Try to pretend that weight isn't on your hands but on your back.
Now of course if a rep is way too messy don't do it, but if you're keeping your back reasonably straight just fricking push through, complete a messy rep. Count it as failed, definitely, but still try your damndest to do it.

might start doing rack pulls in my pull day. yeah it is true i might pussy out of some reps but i hurt my lower back before doing deadlifts dont want to do it again

The trick is you need to judge yourself an acceptable level of form breakdown. Think of it as another dimension of progressive overload, except you progress very conservatively and actually intended to plateau.

        AWOOOOOOOOOOOOOOOGA
anyway just stop skipping pull day and start training your squat less to allow your DL to catch up

        rack pulls
        shrugs
        rows
        pullups
        cleans
no frickin idea why these idiots are telling you to isolate your glutes when the issue is clearly your back

How is this possible? My legs are pathetic because I'm inconsistent with my leg training but even I can do that easily.
