People don't train calves ALSO because they don't need to. Along with quads, calves are muscles that we use a frickton when daily moving. Only pencil-leggers need to train them.

using a weighted vest in training isn't bad for your heart, but wearing it all the time is bad. the heart can't adapt to a training stimulus if it's under continuous load. otherwise obese people would have very strong hearts (they don't).

No they aren't. The reason some people have well developed calves and most don't is that their lives involve a lot of climbing stairs and/or ladders whilst most people don't. This phenomenon is best siin on fatass construction workers and painters.
But it's the precise action of climbing that does that, and carrying either heavy objects or large amount of fat or both whilst doing so also helps a lot. Sprinting barefoot would work too but nobody does that.
