Neither, try it for yourself and see if it feels good. Used it for a while and I think its better than dumbells, but these days I prefer using cables instead.

Isn't doing delt raises like that bad for shoulders though? I remember wealthy piano saying the healthiest way to do delt raises was with dumbells, leaned over and at a slight angle to open up the shoulders.
If the cams and axles work for your frame, sure. If not, do laterals. Nothing is an absolute bad. It works or it doesn't. Hammers aren't bad just because they can't turn screws. They drive nails fine.
Most machine hate is misplaced. Machines shouldn't replace your compound free weight lifts (e.g. chest press machine is not a replacement for bench) but otherwise they're a good way to isolate specific muscles. Machines are also great for drop sets.
Yeah my most recent top standing OHP was like 170lbs for 2 and I use this machine from time to time. Though from personal preference greatest to least is OHP -> DB seated OHP -> DB lat raise -> machine lat raise

I've been using that machine recently because I fricked up my forearm and it hurts to do lateral raises, the machine is on, but I prefer free weights
