Maybe on planet moron. There were a couple of pockets of time where it was more prestigious than the WWE title, but the only time they were on the 'same level' was when they were unified in 2013.
I like the idea of the WWE Universal championship being for the face of the company and really long titles reigns, and the WHC being for scrappier matches with edgier wrestlers and people who put on good matches. It's actually not that big of a deal for a title to be "secondary" as long as it's actually enjoyable to watch people feud over. The old WHC felt just fine when actual draws were fighting over it.

This would actually be based if the Rock walked out of wrestlemania a world champion but not Roman. Only problem is I don't trust Rock to defend it without getting injured.

It's never been billed as a world championship. Easier to launch a new belt than lose an established midcard belt.
