testosterone is a hormone which requires fat to produce. on a low fat diet you body will naturally have a hard time producing enough testosterone and will start converting glucose and protein into material to use for hormones

Not going to bother reading the studies but I assume that tested levels are lower during periods of fasting, but once the fast is broken they go back to 'normal' levels.
