If you are asking can you change the position of your clavicles, the answer is no. If you are asking can you manipulate your frame to look different, the answer is yes.
I have written this in another thread before. My clavicle width is ridiculously narrow, women generally have the same if not wider. Yet the thing that I get complimented the most is my wide shoulders. Why? Because I have sub 28 inch waist, i dont train my core or my traps and on the contrary I put crazy emphasis on my lats and shoulders. So my back and shoulders look A LOT wider than what they are because I have manipulated my frame to create an illusion. Again thats what OTHER people compliment me on my physique. I didnt come up with it, I always say and lol that thanks i guess even though thats my worst part.

Also in general just too much muscle can make you look more narrow and like a fridge. The guy on the left is a caricature gymcel. You dont want to be like him or Jeff Nippard. If the guy on the right had as abig chest, arms, traps and thick neck he would look a lot, a lot, a lot worse and similar to him. Bodybuilding is literally ALL about illusions.

You can still see that he has naturally wide shoulders though. It wouldn't take much to train chest and shoulders to get a good physique. But this thread is horseshit anyway, because the guy on the left in OP's pic likely looks fine in real life
