I have it and its not as bad as the photo, yet its a pretty sizeable area thats straight up bone.
All my chest gains have gone to the sides which actually gives the illusion of a wide, aesthetic chest when wearing a shirt but alas when naked it looks off.
My bench is quite a bit behind squat and even ohp. Litterally cant do wide grip.

I have a pretty bad case, lifting has obviously helped, but my ribs stuck out far so my chest has the appearance of being small, whether clothed or unclothed. I can bench 265lbs at 190lbs so I do ok with strength. It's actually one of my stronger lifts.
Im pretty new to them but when I do them I can expand my sternum forward and press outwaed. From that position I am also able to flex and pull in my flared ribs down by flexing. These two moves together I believe have strengthened the intercostal muscles that hold the ribs together as well as developed that very top level of muscles between abs and your chest. (Maybe another ab)
It SEEMS to be working. Its still early but it's the first excercise that seemed to give me a feeling of control over the muscles in that area like never before.
Also doing the crunch machine. If you go into the rep with an unflexed core, not engaging the muscles until your body automatically does it for you, I find I can get a pump on that top muscle I mentioned.
Im still figuring it out myself but this seems to be whats working. Im also 6'3 so things may be different for you body and height. But I believe by hitting that upper ab, strengthening the rib muscles, and expanding the chest, it's possible to make progress. Good luck

I have this AND gyno (not fat, but actual breast tissue). They're both not as bad as some other examples that I've seen, but bad enough, especially in this combination. It's always more or less visible, doesn't matter what I'm wearing. And I have many other issues on top of that, so yeah everything fricking sucks.
You get surgery while you're still young enough, they cut up the cartilage around your lower sternum, saw a hinge into the sternum itself to lift it up then sow and screw it all back together before sticking a large titanium rod under you ribcage to stabilize the entire thing, if you've got good coverage they'll usually pay for it if you tell a doctor you have sternal pain from breathing and they rule out other causes. Other than that you can get cosmetics implants on your own dime that come with their own variety of shitty side effects.
