If yours is massively inflamed or just generally always getting a good workout/massive in size, then you arn't using your big toe for any movements (e.g. running) and all your little toes have to compensate which they cant do.

I never had significant calf and ankle problems. Instead I had a muscle that just constantly was sore, tight and always felt like it was just doing all the work. It was on the inside of my calf between the ankle and the fatty part of the calf. It was also fricking sizeable and really well developed. Pain eventually got to the point where I could not walk.
Turns out that I was just running wrong. You are supposed to run with most of the force coming from your big toe. I was running 7 times a week without using my big toe at all. I don't know how this happened, but I think I developed poor form as a child, and the shoes I wore made it even worse (by trying to over correct my fricked arches and squashing my big toe into my little toes).
Changing shoes wasn't enough tho, I bascially had to strengthen the Flexor Hallucis longus (the muscle for the big toe) because that muscle had absolutely no strength/size. Once that muscle started getting stronger it was able to be involved in exercise, which compounded in further running I did to make it so that it is now no longer an issue. My FDL is still a very impressive size.

Shoes that raise either your big toe or little toes relative to the other toe(s) contribute to this issue, but your technique is a bigger issue.
Just monitor how you walk. I rolled from my heel, around the outside of my foot and off my little toes. You are supposed to push off your big toes.
Also look at the wear marks on your shoes. I had almost no wear under my big toe, with all the wear at the front of the foot being under the little toes.
IF you want exercises to help, just tip toe sideways with the smallest side steps you can take. Putting a band around your big toe and bascially doing a big toe press helped a lot as well. There was another exercise I was supposed to do but I paid it off because it required a lot of setup, but it may have been something like 1 leg sitdowns or something like that.
