the difference is like 5 points on the BMI scale. 30+ is obese, 25+ is overweight. as anon already said BMI is a dodgey scale. there are plenty of bodybuilders and wrestlers who are very healthy but over 25 BMI because its designed for an average person without being specific to height or build or musculature. That said, being overweight isnt "healthy". extra tissues means more weight on joints and more resistance on the heart, and its caused by diet issues that can stack up to insulin resistance and type 2 diabetes in the long run, along with plenty of cardiovascular issues. if you're just a guy not doing anything in particular training-wise then try to diet down to like 22, if only so you can pull more b***hes

In a typical western country of ~50m people the total number with a powerlifting total of over 1000lbs who can also run a 5k is almost certainly less than 20,000 (statistically insignificant). If you don't fall in that category then an 'obese' BMI is probably an indicator that you should put the pies down.
