You have it backwards. In combat sports you want to maximize your frame size. YES you can beat a taller more rangey fighter, but that's the exception and not the rule.
So basically unless you have the size to fight heavyweight, you want to fight at the lightest weight class you can cut down to and maintain enough muscle to win.

hard to say because you want to stay lean enough to be able to move around and not tire yourself out. yes there are 200 lb bodybuilders at your height but they probably have too much mass (at their size) to do well in the octagon, at least against a much taller opponent
