It is literally practically impossible that you would hang onto more muscle by fasting than by cutting for a long time.
If in some wild variation of such an experiment fasting actually does retain slightly more muscle I would still not do it because it is fricking shit for your body, causes incredible stress and deficiencies and will age you very rapidly.

Likely that this is bait given OP's second post, but you get weak as frick fasting, sometimes to the point that you're not ready to do anything with weights at all

It goes beyond that. Weight training at all while on a longer fast like I see some people do here can take you straight to snap city even with weights you used to be able to easily handle.
Way I see it is, fasting is a great tool if you have a desk job or you're just a NEET at home looking to shed some weight quickly for whatever random reason. If you have a naturally active lifestyle (physical job, team sports or martial arts or whatever), then fasting will do you a lot more harm than good and you'll be a lot better off just eating a little less.
But if I fast, the cutting will last two weeks instead of two months. So what if I lose more muscle? Won't I have more time to bulk and re-gain that muscle?
The real question is whether that time gain for bulking will be enough to undo what you lost fasting.
Muscle protein synthesis mainly happen during sleep so you don't move and use energy when your body repair itself.
Fasting mainly start during the afternoon, thus your body, when it'll sleep, will be starving and eating at your fat deposits (that's the goal).
However, since it'll be constantly eating at the fats to maintain basic body functions, it'll take away energy and resources from the muscle protein synthesis 'routine', making it not as optimal as Cutting.
Cutting, in the other hand and if your last meal is at least 2 hours before going to sleep, will provide your body with enough energy and ressources do to a full and complete cycle of muscle protein synthesis.
If, by fasting, your goal is mainly to reduce your insulin, I'd recommend not fasting and adding 3 tbsp max of Apple Cider Vinegar to your last meal (mix it with fats or in 5dl water), it'll improve your insulin sensitivity and lower both your blood sugar and insulin resistance/levels
