Skinnyfat here. I bulked last year and it was great to get stronger but I also got fricking fat. I went from 15% bf to 20%. Now I've been cutting since the beginning of this year and currently about 16% bf. When I bulk again I'll definitely do it a lot slower, 2 lbs a month MAXIMUM

Lift hard in a deficit until you see abs. Every skinny fatso pencil neck should start with a recomp.
Then you bulk gradually.
It heavily depends on how skinny/fat you are.
If you're on the really skinny side but you're still 15+% it'll be better to bulk.
if you're 20+% bodyfat you should cut no matter what.

Lift and either cut or bulk (SLOWLY).
Staying in between is exactly what kept me skinny fat for a year.
It was only until I bulked and focused on gaining muscle that I achieved a respectable ottermode physique when I finally cut.
And then you can build up from there.
