Have you considered
a) you actually are anorexic and therefore don't have enough muscle mass to be at maintenance with those calories
b)you're counting wrong
I have very little muscle mass. But why would that cause me to gain weight when I still eat so light?
Your basal metabolic rate will be lower than average since muscles consume calories to be maintained. If you're not exercising much your total daily energy expedenture will also be lower. In other words, you're giving your body no reason to burn more calories than what you're currently eating. If you wanna eat more, exercise more and put on some mass.

Be harsh on yourself with this one, for instance I lift for 2 hours 5 days a week, and run 3 miles every day, and I'd say I'm lightly active, leaning towards sedentary because other than that I'm a NEET.

Do you do a ton of cardio? You need to lift weight and go on a surplus to increase muscle mass and your metabolism
You’re counting calories incorrectly or you’re not averaging your weight loss month by month. Water weight can make your actual weight fluctuate by 5 pounds give or take, maybe even more. If you weight yourself at like 183 one day, eat your 1200 calories then and up at like 189, that’s normal. Log your average weight by week and compare at month by month, you should be losing like 3-4lbs of fat per month in this example
its low muscle mass. More muscle contributes to higher TDEE. So just eat at maintence with as much protein as you can get and start lifting. Give it 3 months and youll build a big enough base you can restart a cut and lose some fat.

I run or swim daily (mostly run), 30 minutes minimum, so pretty light cardio. My heart beats pretty fast and hard and I get sweaty so I feel that I'm doing a decent job.
Your food scale may be busted, fren. Either that or you're counting wrong. (Subtracting bone weight from meat, adding too much seasoning, etc.) How long are you waiting between weigh-ins Because at 140 lbs you clearly don't have a long history of weight gain.
This kind of thing fluctuates. Personally I know from experience that if I do my current routine and only eat 2,200 cals a day, I drop 2 lbs a week. Weighed myself today and ladt Wednesday, scale said the exact same number. I feel bloated as hell today, and my face looks it.

You probably have zero to very little muscle mass, gain some muscle and the fat will distribute better, your base metabolic rate will increase. You'll look leaner at heavier weight if you'd gain some muscle

If what you say is true, increase your daily activity or increase your metabolism by putting on some muscle. Do that and you will be able to eat more.
