A perm is a somewhat effective coping method when you go bald. That's why until 2-3 years ago it was a thing purely for grannies, it's the female version of the comb-over.
Some random ass streamers/influencers started norwooding and thougt they could creatively cope their hairloss that way. Since their audiences are entirely kids, and kids are fricking morons who will soak up anything their idol does like sponges, they copied it. Now it's the most popular haircut for under 25s.
