I know those weights. I went to a fitness convention where they let me try them out. As far as I know they never made it mainstream. It's for stabilization work with a barbell cause it will try to swing as you lift. It's good for athletes but not for bodybuilding which is why it will never be popular with the general public who just wants to look good and gain muscle as fast as possible.
Too bad you have some shitty 10lbs one not a pair of 45lbs. Also if you only have 1 it's also useless. I assume you need a pair to lift it properly for both sides to try to swing. I mean you can try it, but who really cares, it's 10lbs or 10kg whatever.
My 2 cents is to just work with kettlebells if you want athletic work with weights.
