you can it is just not as effective. off of a platform or with an incline is best. if you are doing them like OP using dumbbells for weight incline is the best since focusing on keeping balance off of a platform can be tough especially if really pushing yourself and feeling the stretches.

Many different ways to get to the same goal. And do you see the problem here? Their calves need to be stimulated constantly to grow, because that's the only way to get enough stimulus because the achilles tendon does most of the work. With the way I do calf raises the calf muscles have to do all the work, so I don't have to do anywhere near as much volume. I get very sore from just one set (in fact I'm sitting here with sore calves right now lol) which is great because I don't have to do absurd amounts of volume.
tl;dr: I don't want to be fat for a decade just to get big calves, I want them now
