For one thing, because you haven't trained the movement. Sure, there is general strength, but the body also adapts itself to specific movements. Pullup regularly and you'll find yeah, it goes up fairly fast up to a point.
And of course recall that your arms are smaller than your legs, at least I hope they are. Small increments in weight that they have to lift are more significant than on leg movements, because smaller muscles can only do so much. Wanna do more pullups? Take a shit first.

Honestly OP that's good. The fact that you could do any at all without ever training them means you're at a much better starting point than most people.
Do sets of 2 now. Do lots of them. Do them throughout the day. You will increase your strength and endurance and you'll be able to do more. Pretty soon you'll be doing sets of 5 or whatever, and if you want you can start working towards more and bigger sets, or weighted sets, whatever.

change grip once per month also, your joints will help you for that so:
>1 month of pull ups
>1 month of chin ups
>1 month of neutral grip
you'll see a huge progress quickly if you follow that

3 pull ups is good if you want to grind pull ups do 3 sets 5 times a week, every day increase attempts by one for each set, do same for push ups.
Also do some Dive Bombers + Push Ups super sets for mad gains in calisthenics and mobility.

Not doing enough of them and pulling with your arms rather than focusing on your back at the top is where your arms work the most when going down is when your back is resisting the most.
