Monday/Thursday push-ups and dips
Tuesday/Friday Pull Ups, and bodyweight rows
Wednesday/Saturday squat, lunge, wall sit to failure, Calf raises to failure, shoulder press and shoulder raise with whatever weights or makeshift weights you have.
Do abs every workout day. I recommend just looking up an ab routine on darebee
Make sure you get enough sleep 8 hours minimum at night and a mid day nap for 20-45 mins if you can.
Stay consistent and when this is too easy for you then you're ready for the gym, the weights, the cardio. Etc.

I think I have a similar body type, the "pear" shaped one, although I never let myself get to such a bad place like you did. I just don't let myself get fat under any circumstance. Pic related is from last year. Even if I'm currently skinny, I just need to put a little bit of weight to get a massive spare tire around my waist. This is aesthetically solvable by working your upper body. A large back/chest/shoulder will make your waist look normal.

I bin liftin 4 years now and im look even worse than that. I bin tried everything even got my self a personal trainer but all he did was laugh at me because i cannot finish one leg raise. I bin on TRT for 5 months now but it aint not gettin any better at all.
I don think its possible to change body composition anymore once u bin fricked by low testosteron (probaly from meds) during puberty.
