Yes. Just ignore the fatties on IST who literally believe that the fat on top of their muscle is muscle. You can gain muscle by eating at maintenance or even a small deficit as long as you get enough protein. The trick is cardio and a very good diet.

Do you have fat genes? Like parents fat? A bulk doesn't mean get fat. You will gain muscle.
no i dont have fat genes i was fat until 19 lost it and now 20 want to get muscle since I hate being weak.
