What bodyfat is needed for this? I have cut as low as 12 percent before and the pecs always still look soft and jiggly and protrude outwards like a woman's breasts. How do you get the appearance where it looks like the pecs are completely flat and sewn onto the chest and when you jump up and down it doesn't wobble?

the guy in your pic is below 12% bodyfat and eats nothing but plain white rice and steamed fish, his diet is very clean, hence the shreds
eat a strict clean diet (no sugar low sodium) for a month and tell me what changes you notice

Those breasts are from a short lifetime of strenuous labor, which consists of diving into water, filling the bucket with sand, and swimming back up onto your boat and pouring out the sand. Repeat for the rest of your life. Your jiggly breasts are simply due to repetition, without extreme resistance in many forms. Consider swimming and sprinting for these kinds of gains.
If you mean the part where the chest ties into the sternum then I think its just genetics. I am a complete DYEL but I got those stitch parts on my chest

My pecs always look like this guys even when at a low bf they are rounded and curved and "pop" outwards in a shirt like breasts. Notice how the African guys have like a melted/stitched on look where it blends in
This guy's pecs are just objectively a lot larger and mor developed than the fisherman's. The Fisherman is doing something actively which causes them to contract as well.
Just prioritize upper-pec activities to balance it out if yours look like the white fella's, as his lower is overdeveloped.
I started off skinny so I dont have super high bf but as you can see I am not fit or confident enough to post on cbt yet. Even so I still have those stitch stuff and I had them in my first 2 months too. From your pic it seems that genes play a huge part in chest shape. If you want the truth stop doing flat bench. Zyzz knew this and I also do this. I only do incline and cables or peck dec with some dips just to get a complete look without overdeveloping the lower.
Yes you have objectively "bad" pec insertions which make it more of an inverted heart shape instead of a full chest with a nice shelf on the bottom.
