The calf is a muscle. Just like your biceps, just like your delts. They can grow. You're just not going hard enough. Work them until they beg for mercy. Drop set them until you can't stand, can't walk. Tired of this pussy ass shit about calfs.
Annihilate them 4-5 times a week. The are very durable and difficult muscles. You have to work them out a lot. I got decent calves by doing 100s of calf raises several times a week.
If you haven't, you need to train your tibialis (front of calf). The lower leg complex relies on forces of the gastroc and soleus in relation to the tibialis being balanced. So your calf wont grow and it will only get tight if you don't train the tibialis. I only got big calves from training my tibs.
You stand at a wall and move the top of your foot towards your shin. You can move your legs further out forward to leverage your weight making the movement harder. You gotta do hundred of reps though, you could get a dedicated tib raise attachment/machine. I just do my tib raises in between working sets for other exercises, works pretty well.
Run a lot at a neutral incline/flat elevation. I know IST and zoom zoom influencers say to skip cardio but it works better than dedicated calf exercises
Endurance for endurance muscles. You're built to run distance better than any other organism, do you really think working out a thin strength muscle close to the bone (calf raises) will give size to the larger, periphery muscles? Go on a hike fatass, not all gains can earned sitting down.
I do uphill running regularly. It is hard but boosts your hamstrings and calves while also improves your stamina obviouly. Not to mention you it takes a shorter period of time to push you to your limit than regular cardio. Running on a flat terrain right after I finished feels so damn easy.

Dorian Yates, for instance, advocated calf raises (50% of working weight x10, 75% x10, working weight for max reps and increase reps at 12+) but he said he naturally had calves and didn't bother to train them directly past an early stage. He said he got enough from leg press/extensions/leg curls.
Most dudes I see hit the standing calve machine and go up and down like they are getting paid per rep. They’ll pile the weight on too. Instead of that nonsense, put noob weight on the machine. 2-3 seconds up and 2-3 seconds down. When you fail, wait 15 to 20 seconds and do another set. Repeat that until you can only do 1-2 reps. Be sure to hit the negatives with fury.

stop using the stretch reflex during calf raises by pausing at the bottom when your feet are fully dorsiflexed before going back up.
